ESSER III – American Rescue Plan
The American Rescue Plan (ARP) Act of 2021, Public Law 117-2, was enacted on March 11, 2021. The ARP Act provides additional funding for school districts to respond to the COVID-19 pandemic. The Education portion of ARP is known as the Elementary and Secondary School Emergency Relief (ESSER III or ARP ESSER) Fund.

Academic Accountability
Performance Rating of the District
State accountability ratings are based on a framework of three domains that are used to evaluate the performance of each public school campus and district in the state. This framework includes a range of indicators to calculate a score for each domain and enables a thorough assessment of campus and district effectiveness.
Accountability ratings are based on achieving a target established for each of three performance domains:
- Domain 1: Student Achievement (a snapshot of performance across subjects)
- Domain 2: School Progress (year-to-year student progress by subject and student group)
- Domain 3: Closing Performance Gaps (advanced academic achievement of economically disadvantaged students and the lowest performing racial & ethnic student groups)
A-F letter grades are used to rate the overall performance of districts and campuses .
Due to the impact of COVID related school closures, all districts and schools in the state received a label of Not Rated: Declared State of Disaster for their 2019 – 20 and 2020 – 21 accountability ratings.

Federal Report Card
The U.S. Department of Education requires each state to publish an annual report card with specific district and campus-level data. You can find the Federal Report Card for any campus or district on the TEA website.

School Report Card (SRC)
The school report card (SRC) combines accountability ratings, data from the Texas Academic Performance Reports (TAPR), and financial information to give a broad view of campus performance. Available for each campus in Texas, the SRC is intended specifically to inform parents and guardians about a school’s individual characteristics and its academic performance.
